You can't rate the gathering efficiency of a dino unless it already has gathering efficiency ratings. Since some dinos don't gather at all, it wouldn't make sense to ALWAYS show this section. If a dino is flagged as "NEW" (within the last two game patches), it should display a "rate" button even if it doesn't have any ratings.
